Boot from rescue ISO

I seek the option to boot from a rescue ISO or something like gparted, so you can work on the filesystem/disk that the system boots from. I don’t need something that can install a new OS, so you could make a fixed system where these functions are the only once available.

Right now I cannot extend the my boot partition even though I can extend the underlying disk.
