Add a "Won't be implemented" to the roadmap

Even if it may seem unnecessary now, in the future there will come a time when you have to deny a feature request (or an "Under Review" didn't gather enough votes for it to proceed). And a "Won't be implemented" column on the roadmap would help with that.

    As you can see Canny has a "Closed" status for exactly this purpose. We can list this on the front page as well in the roadmap once we get more of these :)
