We are closing this request as the solution now is, if you want to use cgroupv2, is to simply spin up a KVM instance. It looks like it will be a long wait for cgroupv2 in LXD and if and when it comes, we could not roll it out infrastructure wide anyway as it requires us to reboot our hosts.

Marking this as In Progress as we are already waiting on LXCFS to support cgroup v2 please see: https://github.com/lxc/lxcfs/issues/538
So as soon as that's fixed we will start enabling cgroup v2 for our LXD instances.
In the interim, once we launch KVM instances (very soon) the solution will simply be to spin up such an instance where you have full control and can use cgroup v2 like normal.
