Although technically possible in our KVM instances, it's more complicated than that as there is a number of requirements for OS images which we manually configure in the images we provide. An out-of-the box OS image (especially a Windows image) simply wouldn't work on our platform without some way of spinning it up in privileged environment in order to make changes to the image itself.
Maybe once we get a real console attached which allows customers to interact with the server as if they had a real screen and keyboard attached, then we can start thinking about doing this.
