Restore snapshot from suspended server to another server

Currently, it is possible to restore a snapshot from a different active server, as long as the architecture (LXD / KVM), is the same. But suspended servers are out-of-scope for this function currently. Is it possible to be able to select those too?

    The codepath for restoring a suspended server (soon twe will call these "archived servers") is different from a regular restore - I do not see these as compatible without some work.

    As it is possible to do this already, I don't think we will prioritize this task, as you can just resurrect the suspended server, grab a snapshot of that and restore the foreign server from that snap. A few more steps, but entirely possible as-is.
